Atlantic Tele-Network, Inc. (NASDAQ:ATNI) reported today that its
subsidiary ION Holdco, LLC ("ION”) has been named to receive a $39.7
million federal stimulus grant to fund its ION Upstate New York Rural
Broadband Initiative, which involves building ten new segments of
fiber-optic, middle-mile broadband infrastructure, serving more than 70
rural communities in upstate New York and parts of Pennsylvania and
Vermont. ION currently owns and operates a fiber optic network across
New York State. The new project will be undertaken through a
public-private partnership between ION and the Development Authority of
the North Country ("DANC”), a New York State public benefit corporation
that owns and operates 750 miles of fiber optic network and provides
wholesale telecommunications transport services to voice, video, data
and wireless service providers.
The $39.7 million grant, awarded to ION by the National
Telecommunications and Information Administration of the U.S. Department
of Commerce ("NTIA”), under it Broadband Technology Opportunities
Program, will be paid over the course of the project period, which is
expected to be three years. An additional $9.9 million will be invested
in the project by ION and DANC.

with access to broadband have healthier business climates. For rural
communities in upstate New York, the ION project will mean jobs, private

The ION Upstate New York Rural Broadband Initiative will enable wired
and wireless last-mile service providers to make broadband more readily
available to 250,000 households and 38,000 businesses, and provide
much-needed investments and job creation to unserved and underserved
areas of the state. The project will also enable redundant,
high-capacity transport services into Vermont through multiple
interconnection points between ION’s New York network and the network of
Sovernet, Inc., another ATN which operates a state-wide fiber-optic
network in Vermont.

Receipt of the funds and commencement of the project is subject to ION’s
formal acceptance of the grant, which is expected early in 2010.
