suite of services. Recognizing the difficulties facing cities today as
they struggle to allocate increasingly scarce resources most

Based on citizens’ responses to five carefully constructed questions, ORC’s
new rating system allows local government leaders to quickly and easily
gain an understanding of how their city or town measures up on five
powerful measures that we know provide a clear understanding of how well
a city is meeting its citizens’ expectations in terms of quality of
life, quality of city services, the perceived value of service for tax
dollars paid and citizen perceptions about the direction in which their
town is headed.
