CEO and President Vincent T. Donnelly Named Ernst & Young Entrepreneur of the Year 2009 Award Winner in Greater Philadelphia

PMA Capital Corporation (NASDAQ:PMACA) today announced that CEO and President Vincent T. Donnelly received the Ernst & Young Entrepreneur of the Year^® 2009 Award in the Financial Services & Insurance category in the Greater Philadelphia region. According to Ernst & Young LLP, the award recognizes outstanding entrepreneurs who are building and leading dynamic, growing businesses. Mr. Donnelly was selected by an independent panel of judges, and received the award at a presentation event at the Loews Hotel on June 18, 2009.

Mr. Donnelly was appointed President and Chief Executive Officer of PMA Capital Corp. in February 2004 and is a member of the PMA Capital Board of Directors. He became President and Chief Operating Officer of the PMA Insurance Group in 1997. Prior to that, he was Senior Vice President, Finance and Chief Actuary for The PMA Insurance Group. He began his insurance career in 1978. Mr. Donnelly also serves on the Governing Boards of the following organizations–Pennsylvania Compensation Rating Bureau, Insurance Federation of Pennsylvania (Chairman), Workers Compensation Research Institute and Property Casualty Insurers Association of America. Mr. Donnelly is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.

The Ernst & Young Entrepreneur of the Year Awards celebrate their 23^rd anniversary this year. The program honors entrepreneurs who have demonstrated exceptionality in such areas as innovation, financial performance, and personal commitment to their businesses and communities.
