Gill Ranch Storage, LLC, Files Application for Certificate of Public Convenience and Necessity for Underground Storage Facility Near Fresno

Gill Ranch Storage, LLC (GRS), a subsidiary of Northwest Natural Gas
Company, dba NW Natural (NYSE:NWN), on Tuesday filed an
application for a Certificate of Public Convenience and Necessity (CPCN)
with the California Public Utilities Commission (CPUC) requesting
authorization to construct and operate an underground natural gas
storage facility.
This filing is a key milestone for the proposed Gill Ranch Gas Storage
Project. A Proponent’s Environmental
Assessment, which reviews potential environmental impacts of the
project, is included in the filing. The public will have several
opportunities for input as part of the approval process.
The Gill Ranch Gas Storage Project, which will have an initial capacity
of about 20 billion cubic feet (Bcf), will be co-developed by GRS and
Pacific Gas & Electric Company (PG&E), a subsidiary of PG&E Corporation
(NYSE:PCG). GRS and PG&E will each own a portion of the overall project,
holding undivided interests in the proposed project. GRS will own a 75
percent undivided interest in the project and PG&E will own a 25 percent
undivided interest. GRS will serve as the initial operator of the
project. GRS and PG&E will each separately market its own share of
storage capacity in the project. GRS will have a 15 Bcf stake in the
project.
The project site is located about 25 miles west of Fresno and includes:
12-15 injection/withdrawal wells located on four drilling pads;
A central compressor station located on 10 acres in the Gill Ranch
Storage Field;
Electric compression to minimize impacts on the San Joaquin air shed;
An approximately 27-mile, 30-inch natural gas transmission pipeline;
Connection to the PG&E Line 401 north of Panoche; and
A new electric power line constructed on wood poles, co-located with
an existing PG&E distribution line, approximately nine miles in length.
GRS is in the process of marketing its capacity and obtaining binding
agreements.
Gill Ranch Storage, LLC, is a wholly owned subsidiary of NW Natural. NW
