NCUA Veteran, Justin Anderson, Joins SW&M LLP to Grow National Footprint and Launch Subordinated Debt Practice

Justin's arrival further strengthens the firm's nationally recognized team, marks the launch of a new Subordinated Debt practice, and solidifies SW&M's presence on the East Coast with his location in the Washington, D.C. area.

Justin brings over 17 years of experience as a regulatory and litigation attorney for the National Credit Union Administration (NCUA). Most notably, he led the development and implementation of the agency's Subordinated Debt rule and was a key legal advisor to the  Department of the Treasury on its Emergency Capital Investment Program (ECIP). This resulted in over $2 billion in capital investments in credit unions nationwide. His outstanding contributions were recognized through several honors, including co-leading NCUA's 2013 "Derivatives Working Group," which was awarded Team of the Year for its pioneering work in expanding credit union investment authorities.

During his tenure at NCUA, he focused on a variety of matters including Subordinated Debt, capital adequacy, securities law, consumer protection, derivatives, payday lending, commercial lending, and regulatory compliance. He also advised on issues such as credit union investments, low-income designations, and supervisory and enforcement matters. He played a central role in shaping many of the NCUA's regulations, he drafted numerous proposed and final federal regulations, and he regularly presented before the NCUA Board, American Bar Association, FDIC, and state credit union leagues. He has taught compliance seminars on a range of regulatory topics including Truth in Lending, the Equal Credit Opportunity Act, and derivatives. He served as Acting Associate General Counsel for Enforcement and Litigation, where he managed the agency's litigation portfolio and supervised a team of attorneys and paralegals.

Justin is a graduate of the NCUA's Executive Training Program and the Federal Executive Institute's Mastery of Leadership for a Democratic Society. He earned his J.D. from Creighton University School of Law with concentrations in International Law and Business and Taxation Law and holds a B.A. in Political Science and Economics from Lebanon Valley College. He is admitted to practice in Virginia and before the United States Supreme Court.
