National & Regional Broadband Insights

Utah Dominance: Utah's cities continue to dominate multiple brackets, while Sun Belt metros - from Tampa to Chula Vista - are climbing steadily. Smaller markets maintain strong performance, suggesting that local infrastructure investments and new deployments are creating competitive broadband landscapes worth further exploration.

Chattanooga Case Study:Chattanooga's EPB Fiber Network - one of the nation's first municipally owned gigabit services - has continued its phased expansion into surrounding suburbs, ensuring 100% of city limits now have multi-gig access and cementing its WMD lead.

Network Investment Trends: According to the Fiber Broadband Association, fiber now passes 56.5% of U.S. households - adding 9 million new passings in 2024. Major cable operators are beginning DOCSIS 4.0 rollouts to deliver multi-gigabit tiers over existing HFC networks. And the FCC's May 2025 Broadband Data Collection shows nearly 7 million additional locations now have access to 1 Gbps service.

Infrastructure Funding Spotlight: The BEAD program's $42.45 billion in state and local awards has directly underpinned many of this year's speed gains and new Top 10 entrants. Under BEAD's focus on unserved (≤ 25 Mbps) and underserved (≤ 100 Mbps) census blocks, state broadband offices - from Connecticut to Louisiana and Oklahoma - have started awarding fiber contracts that align with notable jumps in Bridgeport, Lafayette and Enid in our rankings. This infusion of targeted federal funding is a key driver behind the network upgrades reflected across all six city-size tiers.

Methodology

ISP Reports' unique methodology sets this ranking apart from others. The Average Speed metric, which averages speeds at the block level for every city, provides a precise and accurate analysis of internet speeds. Unlike other rankings that rely on the fastest speeds reported by ISPs or user speed test data, ISP Reports' approach ensures a more representative and reliable comparison.

With the average city in this ranking containing 2,838 blocks, and each block housing an average of 70 residents, this method offers unparalleled accuracy. For more detailed information about our methodology, please visit our methodology page.
