4.8 Million Californians Left Without Addiction Treatment, New Report Finds

LOS ANGELES, June 18, 2025 /PRNewswire/ -- A new report released by Hollywood Hills Recovery highlights a critical and ongoing crisis in California's addiction treatment landscape: more than 5 million Californians are in need of substance use treatment, yet only 1 in 10 actually receive the care they need.

The findings, based on 2021 data, show that while 5.36 million Californians aged 12 and older met the criteria for a substance use disorder (SUD), only 545,000 received specialty addiction treatment. That leaves over 4.8 million people untreated—a gap that has persisted for years.

"This is not just a statistic—it's a wake-up call," said a Narbeh Aboolian, co-founder of Hollywood Hills Recovery. "California has made strides in mental health awareness, but this data proves that access to effective addiction treatment still lags far behind demand."

The report also found:

  • In 2018–2019, 2.9 million Californians had an SUD, but just 290,000 received treatment.
  • Nationally, 15.6% of adults met the criteria for SUD in 2021, yet only 9.6% accessed care.
  • The gap is even wider in marginalized and rural communities, where facilities and resources are scarce.
