Behring's CIVIC EB-5 Project I-956F Approved by USCIS for the Infrastructure Visa Set-Aside Category

USCIS's I-956F approval confirms that CIVIC qualifies as an infrastructure project, providing EB-5 investors a potentially faster path to a green card, compared to backlogged rural or high-unemployment area projects. CIVIC will serve as the new home for a primary care outpatient clinic operated by the U.S. Department of Veterans Affairs (VA) in Oakland, after the VA awarded a major long-term lease at Behring's 1901 and 1950 Franklin Street development.

The VA's new lease marks the largest federal office lease in Oakland since 2021, positioning CIVIC as a vital healthcare and operations center that expects to receive over 43,000 visits annually by thousands of veterans across the San Francisco East Bay Area. The VA lease was awarded after a competitive government selection process, highlighting the project's quality, central location, and ability to serve urgent infrastructure needs.

CIVIC's development will deliver a state-of-the-art clinic and administrative facility, supporting modernized health services and ensuring the continuity of essential care for our community's veterans.
