ICI Announces Tom Quaadman Will Lead Government Affairs
Leading trade group representing fund industry welcomes U.S. Chamber of Commerce Senior Vice President as Chief of Government Affairs and Public Policy
WASHINGTON, June 16, 2025 /PRNewswire/ -- Investment Company Institute (ICI) President and CEO Eric J. Pan announced today that Thomas "Tom" Quaadman has joined ICI as its new Chief Government Affairs and Public Policy Officer.
Quaadman joins ICI after nearly 17 years at the U.S. Chamber of Commerce developing and executing legislative, regulatory, and judicial strategies to reform the financial regulatory system and support policies for efficient capital markets. While at the Chamber, Tom served as Senior Vice President (SVP) for Economic Policy and oversaw the Chamber's Center for Capital Markets Competitiveness (CCMC).
The CCMC was formed in 2007 to promote financial regulatory policies advancing investor protection, capital formation, and a pre-eminent U.S. position among the world's financial markets. In addition, Tom led the Chamber's Technology Engagement Center (C_TEC) and Global Innovation Policy Center (GIPC).

About Quaadman
Quaadman joins ICI with more than three decades of experience in government affairs and public policy. He has testified on a number of occasions before congressional committees on issues covering capital formation, financial reporting, and corporate governance.
Quaadman most recently served as SVP at the U.S. Chamber of Commerce where he oversaw the Chamber's policy and lobbying operations. In his role, he led multiple divisions including CCMC, the Chamber Technology Engagement Center, and the Global Innovation Policy Center.
During his time at the Chamber, Quaadman headed the Chamber's efforts on the Dodd-Frank Wall Street Reform and Consumer Protection Act and the Jumpstart Our Business Start-Ups Act (JOBS Act). In addition, he formed and managed several coalitions, including the Corporate Governance Coalition for Investor Value and the FIRCA coalition on the convergence of domestic and international accounting rules.
In 2012, Treasury & Risk magazine named Quaadman as one of the top 100 influential people in finance. Quaadman graduated cum laude from New York Law School and is a graduate of the College of Staten Island. Quaadman and his family live in Alexandria, Virginia.
