Former Senior Congressional Staffer and SEC Official Kimberly Hamm Joins Morrison Foerster

Hamm previously served in various high-level government positions, including as General Counsel to U.S. House of Representatives Speaker Kevin McCarthy and as Chief Counsel to U.S. Securities and Exchange Commission (SEC) Chairman Jay Clayton, before returning to private practice. She brings over two decades of combined government and private sector experience navigating politically sensitive investigations and strategic public policy matters.
Hamm joins Morrison Foerster from another prominent global firm, where she led the congressional investigations practice, representing public and private companies before House and Senate committees as well as advising leading financial institutions on the changing political, regulatory, and legislative environment.
Hamm's arrival underscores the continued strategic expansion of MoFo's Washington, D.C.-based Congressional Investigations practice as well as its Crisis Management and Government Investigations teams following the April addition of Congressional Investigations co-chair Carlos Felipe Uriarte, who most recently served as the Senate-confirmed Assistant Attorney General for the Office of Legislative Affairs at the U.S. Department of Justice (DOJ); the addition of National Security practice co-chair David Newman in March, who served as DOJ's second-ranking national security official; as well as the addition of Margot Benedict, former Senior Counselor to the Attorney General, who rejoined as of counsel in April, adding to the firm's deep experience in government-facing national security and crisis management matters. Hamm is joining Uriarte and partner Joe Folio, former Chief Counsel to Senator Ron Johnson on the Senate Homeland Security and Governmental Affairs Committee, as co-chair of the Congressional Investigations Group.

Hamm has extensive experience in congressional investigations, both inside and outside the government. As General Counsel to the Speaker of the House, she oversaw congressional investigations across House committees and provided strategic advice to House leadership on investigations and litigation. Earlier in her career, Hamm served as a senior lawyer in the House of Representatives' Office of General Counsel where she advised nearly all House committees on legal matters related to congressional investigations and litigated congressional subpoena disputes arising out of investigations.
Hamm also served as Chief Counsel to the SEC Chairman, and provides clients with a unique perspective on navigating sensitive government investigations as well as substantive policy expertise for public companies and financial institutions. As a senior officer of the SEC, Hamm oversaw regulatory initiatives across all divisions of the SEC and provided strategic advice on cross-border regulation, financial stability risks, major market events, and congressional inquiries. Hamm began her legal career as an attorney in the litigation department of an international law firm in New York and London, where she practiced for over a decade and advised clients on complex securities, compliance, antitrust, insurance, regulatory, and internal investigation matters.
