Loudoun County Steps Up for Affordable Housing: Groundbreaking Held for Atlantic Boulevard Apartments with Strong Local Backing
STERLING, Va., July 21, 2025 /PRNewswire/ -- Good Housing and Green Street Housing announced today the groundbreaking of Atlantic Blvd Apartments, an 80-unit affordable housing community in Sterling, Virginia. The ceremony, held on July 17, 2025, marked the start of construction on one of the fastest-moving fully affordable housing developments in Northern Virginia in recent memory.
The project progressed from zoning application to construction start in 18 months—made possible through coordination among the development team, local officials, and funding partners. Atlantic Blvd Apartments is the first 100% affordable standalone rental community to break ground in Loudoun County in several years.

Located at 21895 Atlantic Blvd, the development sits adjacent to the W&OD Trail and was formerly a VDOT stormwater site. The project features 1-, 2-, and 3-bedroom apartments serving households earning up to 60% of the Area Median Income. Designed for sustainability and resident comfort, the building will be a certified green development and include a community room, exercise facility, playground, pollinator garden, and covered bicycle parking.
The Loudoun County Board of Supervisors supported the project through its pilot "Expedited Review" program, which aims to evaluate whether streamlined approvals can advance local attainable housing goals.
"Hey, look at Atlantic Boulevard. This is your case study. Follow this model here. I want to do more attainable housing," said Supervisor Koran Saines of the Loudoun County Board of Supervisors.
"This was once a leftover stormwater site from VDOT's construction of Atlantic Boulevard," said John Pellerito, Principal at Good Housing. "Many dismissed it as unusable, but we saw an opportunity to deliver first-class housing for working families in a place no one expected."
Total development cost exceeds $27 million. The project is financed through a combination of 4% Low-Income Housing Tax Credits syndicated by Cinnaire, $15.4 million in tax-exempt bonds issued by Virginia Housing, and a $6.3 million soft loan from Loudoun County Department of Housing and Community Development (DHCD).
Apartments will be income-restricted for individuals and families earning up to 60% of AMI. Leasing will begin in fall 2026.
