EIR Healthcare Partners with Good Samaritan to Deploy Factory-Built Clinics in Underserved Kern County
Modular construction approach delivers fully-furnished, turnkey behavioral health and primary care facilities with 80% built in automated factory
BAKERSFIELD, Calif., Oct. 15, 2025 /PRNewswire/ -- EIR Healthcare, an industrial engineering firm for the healthcare development industry, today announced its partnership with Good Samaritan Hospital to rapidly deploy two volumetric modular community clinics at 4901 Weedpatch Highway in Bakersfield, California. Funded by Behavioral Health Continuum Infrastructure Program (BHCIP) Round 3 and 4 grants administered by the California Department of Health Care Services, the project represents a significant advancement in addressing behavioral health access challenges in rural communities through innovative modular construction.
The Weedpatch Integrated Wellness Center will be the first volumetric modular clinic in Kern County providing medical, mental health, and substance use disorder treatment in a single visit – significantly reducing treatment adherence issues while addressing broader community challenges including crime, homelessness, and emergency room visits. The Weedpatch Family Wellness Center will focus on women and children, offering primary care, OB/GYN, psychiatry, and medication-assisted treatments.
Both 6,000 square foot facilities utilize EIR Healthcare's innovative modular clinic platform and are designed to serve approximately 3,500 individuals annually. EIR serves as the comprehensive project integrator from feasibility analysis through completion, ensuring seamless integration of modular construction processes with traditional building schedules.
The Weedpatch Clinics mark a significant milestone in California, showcasing one of the first deployments of modular healthcare facilities tailored specifically to rural behavioral health and underserved population needs.
Good Samaritan Addressing Critical Healthcare Needs
Kern County is one of the most medically underserved areas in California, with approximately less than one primary care doctor for every 2,000 people–well below national standards. The clinics will serve a predominantly Medicaid population, with 80% of patients covered under Medi-Cal, California's Medicaid program. Bakersfield and surrounding Kern County face unique healthcare challenges, including limited access to behavioral health facilities, substance abuse treatment, and specialized care for a diverse population that is over 50% Hispanic.
"Our patients have waited far too long for accessible, comprehensive care," said Minty Dillon, CEO of Good Samaritan Hospital. "By using modular construction, we are bringing medical, behavioral health, and substance use services together under one roof—delivered faster and more efficiently than ever before. This approach isn't just building a clinic; it's building healthier futures."
Modular Construction Addresses Rural Healthcare Crisis
EIR Healthcare's modular approach to building healthcare facilities tackles key barriers facing rural healthcare development: extended construction timelines, limited local skilled labor, and high costs. With 80% of construction completed in a controlled factory environment, this factory-to-clinic model can be rapidly deployed across rural America, where traditional healthcare construction timelines often make projects financially unfeasible.
"These clinics represent more than infrastructure. This is the new, scalable template for healthcare delivery," said Grant Geiger, CEO at EIR Healthcare. "Traditional healthcare construction simply can't keep pace with rural America's urgent needs. From our first modular patient room, MedModular, to these comprehensive community clinics, our modular approach transforms a 3-year construction timeline into 12 months, enabling health systems to rapidly deploy comprehensive care where it's needed most."
The modules will be manufactured at Plant Prefab, a B Corp Certified company that manufactures customized prefabricated building components. The clinics will be constructed with automation at Plant Prefab's $40M, 270,000 square-foot Kern County-based factory, the first in the nation purpose-built to manufacture both models and panels.
"We are proud to partner with EIR Healthcare to bring these clinics to life, especially in our own backyard of Kern County," said Steve Glenn, CEO of Plant Prefab. "With our automated facility and hybrid system, we can deliver clinics faster, with higher quality, and less waste than traditional construction, bringing healthcare to communities that need it sooner and more reliably."
Modular production is scheduled to begin in Q3 2025, with the first clinic completed in the factory before year-end. The entire project is expected to be operational by mid-to-late 2026. Aligning with Governor Newsom's behavioral health initiatives, EIR Healthcare views the Weedpatch Clinics as a replicable blueprint for rapid statewide deployment, significantly expanding healthcare access beyond Kern County.
