Former Counselor to IRS Commissioner Joseph A. Rillotta Joins Meadows, Collier, Reed, Cousins, Crouch & Ungerman, LLP
DALLAS, Oct. 6, 2025 /PRNewswire/ -- Meadows, Collier, Reed, Cousins, Crouch & Ungerman, LLP ("Meadows Collier") is pleased to announce that Joseph A. Rillotta has joined the firm's Tax Controversy & Litigation and White-Collar Defense practices. A former trial attorney in the U.S. Department of Justice Tax Division and most recently Counselor to the IRS Commissioner, Rillotta brings rich experience across criminal and civil tax enforcement, complex investigations, and high-stakes litigation.
"Joe is a rare find and a tremendous asset to the firm," said Anthony Daddino, Managing Partner of Meadows Collier. "With experiences as a private tax practitioner, federal prosecutor, and counselor to two IRS Commissioners, Joe brings a unique, holistic perspective that enhances our tax controversy and white-collar practice areas. He strengthens our ability to shepherd clients through sensitive civil and criminal tax matters from investigation through trial."
"Joe is a true trial lawyer with the judgment and practical experience to defuse problems early and the poise to win when cases must be tried," added Michael A. Villa, Jr., a partner in the firm's tax litigation and white-collar sections. Mr. Villa also noted that, "Clients facing parallel IRS/DOJ exposure, FCA-style tax claims, or complex cross-border issues will benefit immensely from Joe's insight. Joe's prior experience as a federal prosecutor will complement the firm's growing white-collar practice, which includes Damon Rowe, the former IRS Executive Director of the IRS's Office of Fraud Enforcement, and Eddie Mendoza, a former federal prosecutor and DOJ Tax Division trial attorney."
Rillotta's background includes leading grand-jury investigations and trying tax and financial-crime cases at DOJ; advising IRS leadership on oversight matters as the Commissioner's Counselor; and years in private practice defending individuals, companies, and nonprofits in criminal probes, public-corruption and procurement-fraud inquiries, FCPA and securities investigations, and False Claims Act disputes. He has also litigated civil tax matters—including U.S. Tax Court cases and federal refund suits—and handled significant penalty and information-reporting controversies. Before joining Meadows Collier, he practiced at national law firms based in Washington, D.C.
Rillotta earned his J.D., cum laude, from Harvard Law School, and an A.B., magna cum laude, from Harvard College.
