Istanbul Negotiations in Limbo as Ukraine Seeks Russian Memorandum

Ukrainian Foreign Minister Andrii Sybiha announced that Ukraine is ready for the next round of talks with Russia, but stressed the importance of receiving the promised Russian "memorandum" in advance.
