The new executives include:

  • Scott McKeever, Head of Operations - Public Sector, is a U.S. Air Force veteran with more than 20 years of operational and strategy experience. He most recently served as an Associate Partner at McKinsey & Company, where he advised clients on strengthening the industrial base, driving operational transformation, and accelerating technology adoption across defense, aviation, and critical infrastructure. In the Air Force, he led the Chief of Staff's Strategic Studies Group, advised the Chairman of the Joint Chiefs on strategy and international affairs, directed global air mobility operations, and served as a command pilot.
  • Eric Volmar, Head of Strategy - Public Sector, is a faculty member at Stanford University's center for national security innovation and is an expert on entrepreneurship inside government. He previously led strategy for the Office of Strategic Capital, drove research for AFWERX, the U.S. Air Force's commercial innovation unit, and worked at Accenture. Eric earned a PhD from Stanford University, with a focus on how mission-driven startups compete across the public and private sectors.
  • Jared Evans, Head of Strategic Finance and Government Partnerships - Public Sector, is a government acquisition and investment professional who has led development, test and evaluation, and integration across multiple Programs of Record. He was a Co-founder, Acting Deputy Director, and Deputy Chief Investment Officer of the Office of Strategic Capital, where he built public-private co-investment programs targeting critical supply chains. Jared led technology transition efforts at AFWERX and the United States Air Force's Office of Scientific Research.
  • Roger Dean "RD" Huffstetler, Head of Policy - Public Sector, is a Marine veteran who has led and developed teams in combat zones, Silicon Valley, Capitol Hill, and the Pentagon. He served as a Chief of Staff within the U.S. House of Representatives, was an early employee at Twilio, and most recently reestablished the Performance Improvement Office for the U.S. Navy.
  • Ryan Castonia, Head of Special Projects - Public Sector, is a veteran operator and technologist with a background that combines engineering, artificial intelligence, and strategy. Most recently, he served as Chief Growth Officer at Dephy, Inc. a robotics startup born in the MIT Media Lab. He served as a Combat Rescue Officer in the U.S. Air Force and as a founding team member of the Joint Artificial Intelligence Center.

The five new hires join the recently appointed President of Public Sector, Dr. Jason Rathje, as webAI expands its customer base to the public sector, building the foundation for sovereign AI in government and defense.

"When you've commanded global missions, advised the nation's top defense leaders, and built and scaled new organizations inside the government, you know how to deliver when the stakes are highest," said Dr. Jason Rathje, President of Public Sector at webAI. "Scott, Eric, Jared, RD, and Ryan all bring that combination of strategic thinking and tactical knowledge that will help transform challenges into breakthroughs."

Government agencies need AI they can fully control, especially during critical operations. webAI provides this by putting AI directly into the hands of operators, so they can run the technology securely on their own systems. Unlike cloud-based solutions that rely on external servers, webAI's platform operates entirely within government infrastructure.

"Sovereign AI must be the cornerstone of the public sector's future," said David Stout, CEO of webAI. "With our new leadership team in place, webAI is equipped to co-develop solutions that meet the unique needs of government agencies."

This team expansion represents webAI's largest investment in government-focused talent to date. The company will use this team to continue to build AI products specifically designed for government needs and establish strategic partnerships across the public sector.
