(CTI), a provider of secure, cloud-native SaaS solutions for the public safety sector, announced today that its flagship Valcour Cloud™ Computer-Aided Dispatch and Records Management System (CAD/RMS) Public Safety has been recognized as the Public Safety Solution of the Year 2025 by GovCIO Outlook.

The award highlights Valcour Cloud's proven multi-jurisdictional performance during both routine as well as catastrophic events. In July 2023, Vermont experienced a once-in-a-millennium flood that inundated the Winooski River basin, including the Capitol City, Montpelier. Both the Montpelier Police Department and nearby Barre City Police Department were flooded. Each agency operated a 9-1-1 PSAP dispatch center serving many other public safety agencies operating in the surrounding areas, with a combined total of over 40 agencies.

What could have been a cascading public safety failure instead became proof that a cloud-native, multi-jurisdictional platform can keep communities connected and services operational during a catastrophic event, despite power outages and failed networking systems.

Public Safety disaster planning typically focuses on likely scenarios rather than rare outliers such as a once-in-a-millennium flood. Disaster planning resources are not unlimited, so agencies must balance preparedness with practicality.  The 2023 Vermont flood response underscored why resilient, cloud-native systems are essential when the unexpected becomes reality.

As part of their disaster preparedness plans, Barre City Police Department and Montpelier Police Department had established mutual aid agreements and each agency used Valcour Cloud™ for both their agency law enforcement operations and their PSAP 9-1-1 dispatching services centers. Valcour Cloud's ability to immediately transfer dispatching services from one agency to another enabled uninterrupted 9-1-1 call-taking and dispatch services, demonstrating the resilience of the nation's first cloud-native CAD/RMS platform.

Real-World Performance
On July 10, 2023, floodwaters forced Barre City Police Department offline, cutting off their 9-1-1 PSAP dispatch center for the eleven public safety agencies it served. Within minutes, Valcour remotely transferred Barre City 9-1-1 PSAP operations to the Montpelier Police Department's 9-1-1 PSAP dispatch center, increasing the total dispatched by Montpelier Police to a total of over 40 agencies.

Hours later, as Montpelier's own PSAP dispatch center flooded, both agencies relocated to higher ground and resumed operations seamlessly.

Montpelier Police Chief Eric Nordenson added, "We did not drop a single emergency call."
